Which DNS Controls Local Hostnames

I am running Opnsense(Unbound) and Pi-Hole. I have a number of IoT devices like Amazon Echo and LIFX devices, that I would like to change the hostname, to something more meaningful. Would I be doing this in Unbound or in Pi-Hole? I am trying to understand which DNS controls the hostname.

If DHCP is being handed out by OPNsense and you've got it set to register the hostnames in unbound. Then the easiest way is to create static DHCP mappings, and put in your custom host names for the devices. Then when you lookup an IP against Unbound it will resolve the hostname you wanted.
This will work if your Pi-Hole is forwarding DNS requests to Unbound (OPNsense)
