The fact that you see multiple drops while dnsmasq is running is interesting, so I would check the complete dnsmasq interface/bind settings and DHCP range, and compare them directly with the Kea configuration. A packet capture on the LAN interface during a DHCP request would probably be the quickest way to see whether dnsmasq is receiving the DISCOVER and whether it actually sends an OFFER.

Também vale testar a recuperação da fibra além da queda. Se o failover funciona, mas o retorno ao Tier 1 demora, conferir os gateways, DNS e estado das rotas pode ajudar a identificar onde está o atraso.
