26.1 Series / Upgraded from 26.1 to 26.1.1 and ISC was reinstalled

Hi,
This is my first post so bear with me.
I upgraded from 26.1 to 26.1.1 and I noticed that dnsmasq had not started.
After looking at the logs etc I noticed that ISC had been installed and also an ISC new was there.
I removed ISC again and then I could start dnsmasq.
I am using dnsmasq and unbound.
Should that happen?
Will it happen again next upgrade?
How can I stop it happening?
