we experience the same Problem with two DEC4280. We tried all the things mentioned in this thread and more. At the start we were below 500 MBit/s, but we can reach now 1 GBit/s.
The test iperf3 setup is also:
client -> firewall -> server
But with only the 10GBit interfaces. To troubleshoot the issue even more we tried a selection of SFP+ modules including fiber, DAC and RJ45.
The speed seems to be normal with the RJ45 (igc0 - igc3) port on the firewall if connected via a 1G switch.
