Sorry to resurrect this after so long but I felt it necessary to correct this. GoDaddy does still provide development APIs but they have imposed minimum domain restrictions for accessing them.
In order to access the management and DNS APIs, there must be at least 10 domains registered for an account. I ran into this same issue when they created the restriction initially. At that time I had 8 domains registered. I grabbed two very cheap domains to meet the criteria and my APIs started working again without issue.
Per the GoDaddy Developer Documentation:
Access to parts of our Domains API in Production may require meeting certain criteria: Availability API: Limited to accounts with 50 or more domains. Management and DNS APIs: Limited to accounts with 10 or more domains and/or an active Discount Domain Club – Premier Membership plan.
