I can only second that - captive portal redirection is very unreliablbe, especially on iOS devices. What helps on iOS most of the time is to leave/forget the network, and join again. Also, sometimes I found that disabling iCloud relay helps, but that could be a side effect ... it's not conclusive and reproducible.
We had the same network setup with pfSense previousle and changed to opnsense when replacing hardware. That however our hardware replacement coincided with the 25.1 release, so I cannot tell if it was a problem before, too...
However, I think that captive portal detection needs to be improved.
There are RFCs and Apple supported ways to detect captive portals. Therefore I have opened a feature request on github right here at https://github.com/opnsense/core/issues/8261
Someone might want to support it - I lack the skills to help, unfortunately ...
