I just wanted to say thank you for this post!
I ran into the same issue and this helped immensely to help solve it. I need to use the isc dhcpv4 server until kea supports adding arbitrary option codes (in my case option 121). I also use /32 carp vips. Maybe I'm in the minority in using /32 vips otherwise I'd think this would be a more common issue. Anyway, I appreciate the deep dive into the code. I ended up modifying the code on my primary fw to always be the primary for dhcp. Definitely not a clean fix, but I can deal with manually applying it until I am able to switch to Kea.
