23.1 Legacy Series / Update to 23.1.11 breaks boot

After updating from 23.1.11 (from something very recent) the machine did not reboot properly. (No boot sound, only shutdown)
Attempting to log in via web is very very slow and stops working after a few min of attempted access.
Manual reboot of the machine (shutdown via button and boot) resulted in the same.
After (slow) login the following can be observed: not all services running (see attached screenshot).
Audit log files show:
Triggering an service start for unbound brings the system back to workable.
Perhaps a reinstall might fix it as suggested on other freebsd issues listing the same, but that shouldn't be needed just after an update should it?
Any help further investigating would be appreciated.

/bin/sh on /etc/rc terminated abnormally, going to single user mode
