23.1 Legacy Series / 3 WAN physical connections

The meaning is this.
There are 3 physical channels of communication with the Internet:
1. 20.0.0.1 (Opnsense IP 20.0.0.3)
2. 20.0.1.1 (Opnsense IP 20.0.1.3)
3. 20.0.2.1 (Opnsense IP 20.0.2.3)
One physical interface for LAN:
1.10.0.0.0/19.
Inside, the Opnsense proxy server is raised on port 8080. Permission to access the Internet occurs according to the IP white list.
The essence of the problem.
All clients go through WAN1 and everyone has access to the Internet.
I'm already tired of playing with the rules so that some IP addresses of the local network go to the Internet via WAN2 and WAN3, respectively.
Push in which direction to dig, because I just don’t know what the problem is.
