20.1 Legacy Series / Port Forward 80 (WAN to LAN)

Before I give up on OpnSense as I like it I am hoping maybe I can get some advice or help on a situation I am having.
I have recently setup OpnSense and forwarded Port 80 so I can access a small web server I am running. After I had everything setup I tried to access it and simply could not access it unless I was on wifi and used my internal IP.
I then decided to use another device with a vpn and strangely the forwarding was actually working. So I asked a friend to try and it worked for them as well as another friend.
From what I can figure out it seems that some addresses are blocked and don't even show hitting the firewall and others work perfectly fine.
I've removed and re-created rules and reset configurations back and done most of what I can think to make this work.
It seems like something in OPNSense is blocking certain IP ranges and not letting them through.
