20.1 Legacy Series / Web GUI failing

After disabling IPSec via the Web GUI and saving the setting, the Web GUI is not accessible any more.
When I try to access the firewall I get this error

Anyone else having this problem? How can I fix that (besides setting the firewall to factory defaults and upload the backup)?
