Are you running this on an ESXi host? I had the same problem which required me to "disconnect" the virtual interfaces apart from my WAN connection, I then performed an update from the shell to 20.7.2 which solved the problem. The fault occurred with 20.7 not liking the VDS being in promiscuous mode.
