19.1 Legacy Series / Issue with fresh install of 19.1

Hi all,
I've downloaded and tried using both the latest amd64 vga and dvd installs. I've tried them with both a usb stick and on a dvd. I've built the usb both on a windows and an ubuntu machine with two different usb drives (2Gb and 64GB) and haven't had any luck.
Each time, during the boot sequence it gets stuck on:
Trying to mount root from ufs:/dev/ufs/OPENsense_Install (vga) and a similar message when trying the dvd.
I had a previous build of 18.7 I believe on this machine which worked fine, but when I did the update to 19.1 today, the system would no longer boot and locked up during the boot process, so I figured I would just do a fresh install of 19.1. Unfortunately it doesn't seem to agree with me.
Any thoughts on what to do? I have attempted some of the fixes I have found online using fdisk, gparted, etc... and no luck.
