16.1 Legacy Series / Traffic shaping / limitting over two PPPoE connections

Let me explain my situation:
We are testing OPNSense for use as central firewall in an IPVPN. OPNSense is running onn Xen. Our OPNSense VPS uses two PPPoE connections to the core network. 1st PPPoE connection connects the firewall with the internet (public IP adres) and the second PPPoE connection connects the firewall with the internal network (172.31.255.x) clients also connect over a PPPoE connection to the firewall and receive a pre-configured IP address in the same private subnet (172.31.255.x).
It's important that we can limit bandwidth per ip/subnet. I've followed the configuration directions from this link:

It seems to be a straight forward configuration but is not working. Is there something I'm missing here? Are the two PPPoE connections causing problems?
