I want to upgrade to 18.1 but everytime I get this error message:

Signature is not valid
failed
***DONE***
What can I do about it?
Have you tried a different mirror?
No, I didn't.
Where do I change this and what choices do I have?

From the web interface: System: Firmware: Settings
You could also try executing these commands from the console:

... then reboot.
Please backup your settings first :)
To specify a particular mirror go to System/Firmware/Updates and on the Settings tab you can choose another mirror, when you've selected one hit Save then try the update again.
If this doesn't work, you could try temporarily switching to the development version by running:
# opnsense-update -t opnsense-devel
If successful, from the GUI, switch back to production for a more stable version :)

User was attempting a major upgrade from 17.7 and this will "fake" an update to 18.1 and skip the base and kernel *if* the fingerprints are installed (like 17.7.12_1).
Please don't do this. pkg will probably break.

For the OP: probably the wrong mirror. Would be good to know which, one in the past did not return the signatures in a raw format so the verification failed.
