No IPSec SPD

After creating a IPSec tunnel i dont see the security policy. I checked both the web interface under VPN - IPSec - VPN: IPsec: Security Policy Database. It's empty.
In the console running setkey -DP returns No SPD entries.
Both phase 1 and phase 2 have a green icon, so they should be active, and the tunnel shows up on the dashboard, and I cant get the tunnel to connect.

Check the logs for phase 1 errors?
