Two openVPN servers?

I have my Google Compute Engine micro-f1 VM running OPNsense 14!  I have another OPNsense installation running in my office (behind a campus router).

The goal is to VPN between my office and the GCE, then VPN from the GCE to road warriors.  I have custom hardware in my office I need to allow road warriors to access.

If I follow the "Setup SSL VPN site to site tunnel" then "Setup SSL VPN Road Warrior"  I end up with two openVPN servers running on the GCE system on two ports.

Is that the smart way to reach my goal?
