Traffic shaping on OPsense

Hi Guys,
we have 50MB/s and want to shape it over 4 floors,
ive created a rule to shap 10MB/s on the LAN1 however after i run speed test on the LAN1 it stills get the whole 50MB.
can you please advise why ?

i managed to get it fixed thank you for the doc
https://docs.opnsense.org/manual/how-tos/shaper.html

the download shap is working fine, the only issue is the upload,
when i create the pip for 2MB upload it still using the whole 60Mb/s Upload.
any suggestion why ?
