SOLVED!!! Unbound DNS and NTPD issues when WAN drops out for a few seconds

Been having an issue where NPTD and Unbound DNS services are not releasing/refreshing correctly when the WAN modem is dropped and reconnected for a very short period of time(either power outage or me pulling the power). This has been going on since i've switched over to OPNsense from PFsense no hardware has changed only the software to protect the innocent 

Always latest OPNsense.

SOLVED!!!  This was annoying me so bad so decided to trace it and figure out WTF is going on. ISSUE WAS MAC SPOOF WAS ACTIVE opensense was conflicting between the REAL MAC and the SPOOF until a reboot was done

NOW THE QUESTION IS ANYONE KNOW HOW THIS CAN BE SUBMITTED TO BE FIXED?
