How to add unrestricted bandwidth of ip/alias to rules regarding traffic shaper

Hi guys, I wish to know how to add an ip or alias to a rule the is not affected by bandwidth control or traffic shapper? When I add a limiter to an interface, all ips are affected, how to whitelist an ip/alias?
