Captive Portal on Lan Interface

I am trying to set up a captive portal on the lan interface.  I have not been able to make it work and have followed all the instructions.  I am also trying to use the web content filter.  I had the content filter working before I set up the captive portal.  With the captive portal working, I get what appears to be a dns problem, but i have a rule at the top to allow dns.  I have used the rules in the documentation but that does not work.
