Question to creating NAT rules

I have an quad port NIC and using them as transparent Bridge, configured as written in the HOWTO and also disabled NAT. If NAT is disabled all packets will be droped at least on the ISP side.

Under Firewall->NAT->Outbound i have changed from "Disable outbound NAT rule generation" to "Manual outbound NAT rule generation" and i am able to access the WWW with the default ruleset.

So my Question is: do i need now to configure all the Firewall Rules under the Outbound tab cause if i set a all blocking rule under Firewall->Rules->WAN nothing is blocked...
