Kea DHCP weirdness on network changes

Hey all,

Long time user, new Forum registrant!

I've been using Kea for DHCP for several years, and I've got a weird kicker.

Have opnsense (on a ZimaBoard) as gateway, router & DHCP server, connected to Cisco C9300 switch serving the LAN (wired and wifi)

Whenever I have a switch / opnsense outage everything comes back up 'fine', however, Kea despite showing logs, does not give out leases.

The 100% reliable fix is to give a client a static IP, hit the OPNsense GUI and restart the Kea service. Voila! all clients magically start getting leases.

I'm doing a dive but thought I'd ask some experts in case this is a know thing or someone else has seen.

Nothing unusual here, but I imagine my config is not comparable. When you say "showing logs", are you referring to "DHCP4_QUERY_LABEL", "DHCP4_PACKET_RECEIVED", "DHCP4_LEASE_ALLOC", "DHCP4_PACKET_SEND" (the normal sequence)? And the server and clients show no leases?
