deployment of a large number of l2tp clients using API

Good afternoon community! I have a task to deploy a large number of L2TP tunnels (open source acts as a client for connections) I’m trying to deploy it through the API but I can’t find any mention in this category. Help me please! and the second question is it impossible to connect to the API using a direct link?
