Allow Webproxy for specific Alias

Hello all,

I have a question regarding webproxy, i have created two rules which are Normal Users & Banking Users. Normal Access users can browse any websites except media streaming sites like youtube,facebook etc etc. while, banking  users can only browse banking sites. My problem is that whenever i enable the webproxy the banking users cannot access any of the websites (no internet access) and if i enable Transparent HTTP proxy, they can access any websites like amazon,ebay,gsmarena etc.

My question is that can i only allow webproxy to Normal Users Can you please guide me
