23.7 Legacy Series / Wireguard selective routing to external VPN stopped working

Connecting OPNsense to a VPN endpoint appears to have quit working in for me on 23.7.6.
When creating the interface I am no longer allowed to assign a static IP. I get the error "Cannot assign an IP configuration type to a tunnel interface"' Wireguard appears to be running but the gateway is down. This configuration worked up until this version and no other configuration changes were made.
