23.1 Legacy Series / [Issue] Unable to get WAN IP Lease after upgrade from 22.7 to 23.1

Appliance:
  • Baremetal
  • TopTon I-225V
  • WAN on vlan300 (for ISP)
  • All Interfaces on the 4-Port LACP LAGG

It was connected to a 4 Port LACP LAGG on my 48-US-500W switch and ran multiple VLANs for months without issue. From the moment I upgraded I was no longer able to get WAN IP. Before I resort to fully restoring a back-up I'm attempting to resolve it and would like some support. I have internet access through alternative modem to upload information if needed.

What I've tried already based on other posts:
  • Resetting the tunable table back to default and rebooting
  • Unplugging everything for 2 hours and trying again
  • Manually creating gateways and routes
  • Restarting services
  • Manually releasing, renewing DHCP lease
  • Removing and re-adding the interface
  • Partial restores for gateways, routes, interfaces and firewall rules
  • Booting up old router and using manual routes and gateway to provide opnsense instance internet to pull updates
