To streaming service on the  TV is some sort of app from your service provider or a standard OTT app such as Netflix, Youtube, etc?

Should the service stream using multicast traffic, IGMP proxy needs to be taken into consideration.

Running  Opnsense on similar hardware J1900/4xi211 with no issue.
Looks to me as a hardware problem on that unit.

If I get it right, your goal is to set both devices in HA mode.

I would suggest to configure, should it be possible, lagg interfaces on both  opnsense. Configure LACP on the MCLAG with two ports on different members.

Just add network interfaces as PCI devices. Do keep in mind that these interfaces will NOT be evailable to other VMs.
