18.1 Legacy Series / Generating Cert Signing Request produces a blank .crt

I've attempted this 4 times now, generating any CSR will produce a 0kb blank .crt file. Private key is generated just fine.

A little late to the party, I'm having the same issue on 18.1.7, it definitely shouldn't be a blank file.
