23.7 Legacy Series / OpenVPN groups issue

Hi all
I have a new installation on 23.7 and have set up OpenVPN as usual. All works normally until I enable the Enforce Local Group option - selecting the VPN_Users Group I created results in users being denied access with the following error:
Users are members of the selected group, and Authentication is set to Local Database. I have tested with other groups, with the same result. Am I missing something or is this a bug?
