General Discussion / Multi WAN Load Balancing Breaking

I'm trying to set up a load-balancing multi-WAN configuration with two WAN connections. I've been following the steps outlined in the OPNsense documentation on multi-WAN setup, which can be found here: https://docs.opnsense.org/manual/how-tos/multiwan.html.

However, I've encountered some errors when I set both gateways to Tier 1 arpresolve: Can't allocate IIinfo for 192.168.232.1 on vtnet2, and my internet connection keeps disconnecting and reconnecting in a continuous cycle. Even when in failover mode, the gateway switching takes a lot of time.

I've tried reinstalling OPNsense multiple times, hoping that a fresh install would fix the issue. However, I'm still encountering the same problems. As a beginner to all of this, I'm not sure what's causing the issue. I'll provide as much information as I can to the best of my abilities.

I have two fiber modems that are providing DHCP addresses to OPNsense. I wasn't able to establish a PPPoE connection with OPNsense directly when the modems were in bridge mode. Additionally, my OPNsense is hosted on top of a Proxmox virtualization platform that is running on an Optiplex machine with a single Ethernet port. I'm using a managed switch to connect my WAN connections.
