Web Proxy Filtering and Caching / The blacklist is not evaluated before the custom whitelist

For some private users who I want to go to urls that are blacklisted, I add them to the white list from the "Groups and Users" section, but it doesn't happen. 


I want the whitelist and blacklist that I create for groups and users to take precedence.

Could you help me ?
