21.7 Legacy Series / plugin list empty OPNsense 21.7.1

hi there, this is my second install of opnsense, but having always same issue, downloaded official vga image and installed on hp t620
Versions OPNsense 21.7.1-amd64
FreeBSD 12.1-RELEASE-p19-HBSD
OpenSSL 1.1.1k 25 Mar 2021
my problem is that cant access any plugin from gui interface, only show 1 plugin (as in picture) already tried to update but anything works, already done this steps https://forum.opnsense.org/index.php?topic=3083.0 but without success, any idea?
