17.1 Legacy Series / Fetching base-17.1-amd64.obsolete takes extremely long

I have started the update from the latest version 16.7. to 17.1. Since more than 30 min. I see only the message "Fetching base-17.1.-amd64.obsolete" and lots of dots are painted on the screen (> 20 rows).
Is it normal that it takes so long to fetch this package?
