20.1 Legacy Series / WAN interface fails to reconnect on modem reboot

OPNsense 20.1.1-amd64
FreeBSD 11.2-RELEASE-p16-HBSD
OpenSSL 1.1.1d 10 Sep 2019

until a  month ago I was running an old 16.7 version of opnsense. installed a clean 20.1.1 version last month. my ISP  has constant issues where their throughput drops down to a few mb/s and I need to power cycle the modem to restore standard speeds. historically I would just reboot the modem and all was well.

on this version  it looks like the WAN interface didn't recover from the  modem powercycle. 

when I checked interfaces\overview and expanded WAN   it showed a up status  but DHCP was down.  I manually clicked reload and it came back online (NO IP change happened)

is there a setting to make it  keep checking for DHCP and or reload automatically once the link state is up?

obviously  the current  functionality is sub-optimal. as I can't really expect  my kids to do this if they reset the modem.

any help or point in the right right direction would be appreciated

General Discussion / isp modem reboot = no internet

when  modem is rebooted, but not opnsense router I have  no internet. 

if I reboot opnsense router then WAN port comes up and internet is available again.

obviously this is a pain.  most router these days detect WAN interface state and come back online without having to be rebooted. is there a setting I can change to make  the WAN interface reset after it goes down?

also.  is there a way to prevent a service from starting automatically? specifically after rebooting the openVPN client service starts up. I use this on occasion and don't want it to start on reboot. how can I change this to "manual"
