16.7 Legacy Series / Q: How allow single IP and block hotspot Shield

I use opnsense 16.7 with opendns to prevent all IPs to access internet category and I need allow single IP to access all site, I create pass rule at first for single IP but can't open sites such "fb, youtube" How can do it?

Also I need easy way to block Hotspot Shield and Ultrasurf?
