20.1 Legacy Series / How to place a fixed bandwidth limit per IP?

Hi all,
I am new to opnsense and to opnsense forum and I just started going through the opnsense documentation. I would like to ask if any of you helpful guys you can guide me how to accomplish the following task.

I have internet access through LTE with a 200GB traffic limit cap. 
I would like to place a fixed bandwidth limit per IP for all local LAN IPs with the exception of some selected statically configured IPs.

The reason for the this is to force mobile devices , smart tvs , e.t.c not to download the high quality streams when streaming. For example there no way to force smart tv youtube to stream low quality video instead of trying to stream the maximum available resolution. Also a phew selected IPs (the PC Desktops) should be able to access full available bandwidth with the lowest latency possible.

I have successfully installed opnsense  on an Intel nuc with one board Ethernet card and one USB 3.0 Ethernet and got the wan and lan interfaces working. I will forward all traffic from the LTE router to the opnsense's wan interface by setting the LTE router in DMZ mode.
