17.1 Legacy Series / Web Filter + External blacklist + Whitelist

Hi,
I've setup an opnsense server with the latest stable version as a web filter.
It's configured as a transparent proxy for http and https.
All is working fine except that if i choose to blacklist the "socialnetwork" category using an external blacklist, and I add facebook.com to the whitelist, all social networks, even facebook.com, are denied.
I though that whitelist has priority over blacklist, even external blacklist.
Is it a bug or I did a mistake ?
