Moved to another PCIe slot. The previous slot was on the PCH and the new one is on the CPU. I was curious if there would be a difference.
It didn't work at first, but I found that I had removed hw.puc.msi_disable at some point. After I put it back under System > Settings > Tunables, the serial port works.
Something didn't appreciate the card being on a PCH-driven PCIe slot.
I'll sort out the offset later.
