22.7 Legacy Series / VLANs in vSphere virtual environment problem

Refer to the attachment for a graphical view of this setup.
Opnsense in vsphere with 2 network adapters on the vm network, vlan created, assigned, and dhcp enabled in opnsense on the vlan, another vm in a port group tagged with the same vlan, same esxi host, the switch is configured for tagged traffic on the uplinks, opnsense firewall temp. disabled with pfctl -d.
The client vm can't pull a dhcp address or connect with a manually configured address but can communicate with a separate vm on the same vlan using a manually configured address.
Can any one tell what the problem is with my setup and/or opnsense config?
