Title: NAT Port Forwarding pass rules not created

It doesn't seem like NAT Port Forwarding rules consistently creates a pass rule. Sometimes it wipes out other WAN rules, sometimes replaces a rule it shouldn't.

This seems to affect NAT PF rules that were migrated from version 17. I have a test box which had 17.7.11 on it with 10 NAT rules. I updated to version 18 and all those rules have associated rule issues. But if I delete the NAT rule and recreate it, or clone it, it is ok. This happened on two different OPNsense boxes.

I guess the moral to this story is, don't edit a NAT rule from version 17, delete it and create a new one or clone a new rule . Maybe the pointers to the associated rule has changed with version 18.
