Title: why does this WAN rule is not blocking

hi

why this rules "ipv4 block all "does not block the traffic from the rule as specified ?

Are you trying to block traffic coming into your WAN - or from leaving your WAN?

Excluding Outbound NAT, only floating Firewall rules can handle outbound traffic. All other firewall rules are for inbound traffic only.
