Title: "An API exception occured" during update

I just did the update from 17.7 to 17.7.1, and at some point it popped up a error message.
Updating continued, and reboot went fine too.

probably some script tried to access configd while it was restarting.

The upgrade sequence configd restart has slightly changed in the development version for both core and plugins, a change that will likely hit with 17.7.3 to see if we can make this temporary glitch go away.

The frequency of reloading was reduced by 50%.
