Title: Error during upgrade to 16.7.9

The attached error popped up during the upgrade from 16.7.8 to 16.7.9, nothing looks broken but I can't reboot just now as I need my connection to be sure everything continues to run after a restart. I did however get prompted to submit a problem report when I opened the dashboard, which I duly sent.

This error happens when configd is not running. You can try to restart it from the services section.

No problem, but maybe a future fix to stop it saying this during an update would re-assure us better than a scary red message.

This is a synchronisation issue WRT our new API error reporting that came into 16.7.8. The issue is likely temporary, or did you really have to start configd again?

We could make this yellow instead of red, but need to fix the underlying problem. Reporting it was the good thing to do. I'll look into this, thanks!

No, I didn't need to restart it as when I checked it seemed to be still running or restarted itself. I still haven't had a chance to reboot the firewall to be absolutely sure there are no issues, but nothing else has shown up.

This is a bit funny, it must have caught the error while configd was restarting properly. :)

I need to work on the sync part more. We're currently replacing all files and reloading in-place, which leaves a window open for temporary upgrade glitches.
