Title: looking for advice on traffic shaping for LTE WAN

So, i'm going to cut the cord and go full LTE services and am looking for suggestions on how to best deal with traffic shaping.

Traditionally, I would 'know' my bandwidth via cable, and more often than not got provisioned as stated.  It made it easy to setup my pipes and just chop that up as I desired.

However, with LTE... my bandwidth will vary and while I have an idea of a possible average (gathered over a couple weeks of testing).  It also has a wide window depending on time of day, other prioritized devices, and signal band.

So, what would be a good approach to shape this traffic?  Should I consider an over-provision on the pipes and just chop them up by weight like normal with the possibility of issues occuring, or do I target below average and not utilize what could be a much higher bandwidth opportunity?
