Hi!
I need to whitelist some of internal naxsi rules (BasicRule wl:11;) for location. How can I do that in GUI?

Yes.
In WAF rules add rule with ID of rule to whitelist and "Whitelist" in MatchType.
Add WAF policy with whitelist rules.
Add Whitelist policy to location.
But for some inside rules I just added whitelist directive to location.conf
