I completed a test rules migration with 26.1 in a VM. I clicked to remove all rules in the legacy interface. I thought the old Rules interface would disappear, but it continues to coexist with Rules [new]. I rebooted the router but both are still there. Is that the expected behavior?
Yes.

Clean installation of OpSense 26.1
I migrated the rules using the new wizard, but when importing them, I encountered an error due to a QFeeds rule that wasn't recognized because the plugin wasn't installed. I deleted the QFeeds rule and then exported the rules, but they failed to import again. Manually creating a rule on the new system also fails to save it. I had a snapshot taken before the migration, which I restored, but the problem persists.
Can you check the csv you exported and edited, inside a plain text editor (not excel) to see if anything like this happened? (e.g. malformed lines wrapped in "", excel does that when editing sometimes)

My exported rules after deleting the qfeed rule
Manual rules are not created.
They're not even saved.
I created the aliases (TV, red, IPinfo, Truenas) and then imported the CSV.
It was successful, and I could edit/add/delete rules.
So whatever issue you had, it's most likely a different one.
You most likely did not change the interface in the selectpicker. It's "Floating" per default, but you should choose "LAN". There you can find your rules.

You were right, that was it.
