Title: IPsec to mobile cradlepoint

the issue im having stems trying to get a cradlepoint E300 router to connect to my opnsense firewall. the basics of the network:

static ip-home network router-opnsense firewall
port forwards have been done and have confirmed work
cradlepoint is mobile and is setup to use either cell or wifi as its uplink. there is no dyndns.
its licenced so i "could" use openvpn but would rather use IPSec if possible.(expensive in the future)

but i keep getting the following error: no IKE config found for (Internal Address)...(cradlepoint address), sending NO_PROPOSAL_CHOSEN
im at this point at a loss. ive tried diffrent renditions to do a site to site vpn but the legacy instructions do not allow for a remote site that is DHCP.
am i just on a fools errand? i have a small home datacenter that i need remote access to but for the life of me i cannot get these 2 devices to agree
