There are this kind of rules in opnsense ?

L7 was removed a long time ago, it was not a future-proof and also an unmaintained subsystem.

There is no practical alternative on BSD except for maybe Suricata/Snort Application filtering, but it does not tie into traffic shaping, only blocking.
