I've tried RUFUS and IMGBurn. I've tried installing to different USB drives. Currently running Windows 10 Pro.
I unzip the file ( OPNsense-24.7-vga-amd64.img.bz2 ) and burn to the USB drive. The system won't recognize it as a drive, but going into Disk Management displays it like the image I've included.
Any suggestions what I might be doing wrong? Thanks.

What do you mean by "recognize as a drive". Your screen shot looks like the imaging went alright. You cannot read that drive in Windows. You are supposed to boot your PC from it.

It is unnecessary to format the drive as exfat or ntfs to install OPN on it. The installer will format it to freeBSD requirements.
Then once the OPN OS is "burned" to the drive, as Patrick says, Windows can't read the contents because by default Windows does not "understand" a freeBSD filesystem.
Not because it was necessary, just to confirm there are no errors with the drive.
If the drive is fine and USB3 then using a USB2 drive may be required on that machine.
The device I'm installing it to should be here by tonight, so I'll be able to try it out then. I wasn't aware Windows wouldn't be able to read the drive, so thanks for that info. Every image I've ever burned still allowed to USB to show up as Drive D:, for example. When that didn't happen, I figured I had done something wrong.

Right, I see.
You don't need to "unzip" the drive. Rufus will burn a USB drive using the downloaded "vga" file.
